Market and age grade

Two answers set the whole scope: where the product will be sold and what age it is intended for. Together they decide which safety, chemical, electrical and radio requirements apply, what has to appear on the packaging and in which languages, and how the product is classified in the first place. Age grade is not a marketing choice. It governs small parts, cord and strap rules, sound limits, battery access and the mechanical tests the product faces, so moving it late usually reopens design work rather than just changing a label. United States

Toys sold in the United States fall under the Consumer Product Safety Commission and the toy safety standard ASTM F963, which covers mechanical and physical properties, flammability and heavy elements in surface coatings, alongside separate rules for lead content and phthalates. Testing is carried out by a laboratory the Commission accepts, and the result supports a Children’s Product Certificate identifying the product, the rules it was tested against, the laboratory and the manufacturing details. Tracking information has to be applied to the product and its packaging so a unit can be traced back to a production run. Electrical and radio functions bring their own requirements, including FCC authorisation where the product transmits.

EU and Great Britain

For the European Union, toys are covered by the union’s toy safety legislation, with the harmonised EN71 series providing the technical detail on mechanical and physical properties, flammability, chemical migration and, where relevant, electrical safety. Conformity is declared by the manufacturer in an EU declaration of conformity, supported by a technical file and shown by the CE marking, with a responsible person established inside the union. Great Britain runs a parallel regime with its own marking and its own responsible person. Electrical and radio functions add further directives, and restricted substances rules apply to the electronics. This legislation is revised periodically, so confirm the version in force with a qualified laboratory when the project starts.

Production version control

Certification describes a specific construction, not a product name. A change of fabric, fill, pigment, adhesive, coating, component, battery or supplier can move a test result, and the honest question is always which completed testing that change invalidates. Keep the bill of materials under control, hold supplier declarations for the materials that carry chemical risk, and treat a substitution as a change that needs review rather than a purchasing decision.
