A panda whose eyes are the moving part, which puts the whole design around the face.
Anything that moves or lights behind the eyes needs a rigid carrier inside a soft head. It also needs a cable route down through the neck seam, and an access point an adult can reach and a child cannot. The black eye patches double as the field the mechanism sits behind, which is a neat way to hide a hard part in a plush face. Head fill has to be firm enough to hold the carrier square.
Use this reference when the brief wants expression rather than audio. The decisions are what the eyes actually do, where the module and its power sit, and how the head is opened for service, since a sealed head and a serviceable head are different products.
